To achieve certification each service undergoes a manual technical compliance review against WCAG 2.2 to level AA.
The service underwent both a technical compliance audit and robust end to end testing by users with a wide range of disabilities including blind, low vision, dyslexia, colour blindness, mobility impairments, learning difficulties, Deaf, Asperger and anxiety and panic disorder.
All testing is carried out in line with relevant platform specific guidelines, and where applicable, conforms with The Public Sector Bodies (Websites and Mobile Applications) (No.2) Accessibility Regulations 2018. Testing also conforms to Section 508 of the Americans with Disabilities Act (ADA)

- Links open in a new tab without prior warning.
- Colour Contrast (Enhanced)
- Text was found with an insufficient colour contrast ratio against background colours.
Usability Issues (Non-WCAG)
- Missing Error prefix in page title
- When committing an error, the page title did not update to contain the ‘Error:’ prefix.
- Bypass Blocks [Position]
- The ‘Skip to main content’ link that has been implemented on the page has been positioned before the cookie banner
- Error link order
- The list of errors that were presented within the error summary were presented in a different order to that of the related checkboxes.
- Language selector positioning
- The Language selector is placed in the footer of the page, as a link.
- Link instead of a button
- The ‘Hide cookie message’ visual button is implemented as a link, but visually it looks like a button.
- Dragon Interaction
- The ‘Where to find your V5C document reference number’ element could not be accessed with Dragon using the expected voice commands.
